It is SO simple to do these nails, all you need is your paint and a pen.
Take apart the pen only leaving the outside parts.. the ink and cap should be gone, just the 'shell' of the pen left over..
then paint your nails a base color, i chose white, black works as well.
Then paint a little bit on the tip of the pen and quickly blow onto your nails.
There you go simple as that. Keep in mind this is very messy so using scotch tape around your nails helps and doing it on a piece of scrap paper helps.
